Just finished some construction placement changes I think players will be stoked for. Still need internal testing w/ team tho. @H1Z1game

@tloch14 Will this prevent foundations from being stacked atop each other? That's fine for now if we get multi-tier building systems later.
@Arctorn Yes, it will prevent this for now. It was cool to see multi-tiered foundations, but we want it to happen intentionally, not a bug.
