Just finished some construction placement changes I think players will be stoked for. Still need internal testing w/ team tho. @H1Z1game

Biggest change is collision rules. No object overlapping anymore. Also no stacking small items like rabbit traps and furnaces.
My big test was how difficult it was to place a foundation in Pleasant Valley. Short answer: No, you cannot.

Some features that players wanted we didn't put in, like no-placement zones around foundations. Want to try less extreme solutions first.
