Doesn't Guild Wars (and 2) use the version of the runtime asset between users and the latest build to generate deltas for downloading data? Would be harder to do this if it wasn't checked in. They use P4 though, I think.

Don't know how they do it, but IMHO it would make more sense to use content hashes with a Merkle tree on top instead of file versions for downloading just the data that has changed - which sounds a bit like reinventing git, but still makes a lot of sense ;)
