I think it's not quite this way. Have a problem you want your engine to solve. A 2D engine, a platformer engine, a FPS engine. Then make several games that represent that set of problems. Continue to upgrade "old" example games as you improve the engine.
Rapidly create small games that exercise your engine's capabilities. Doing this it's possible to make a game engine without creating a specific game.

Making a specific game can be easier for some people. It can make it easier to stay focused and on target. With the right processes and discipline, I think that making a generic engine is certainly possible.
