Depends on what you mean. Ideally, the generation of reflection data should be at compile time. In c++17+ this is doable. It looks like Preshing targets c++11, so it probably has some runtime startup cost. I wouldn't worry too much about it.

the reason I had asked was I wanted to see if such a reflection scheme could be ported to C, to reflect structs and such. After reading the literature posted, I think it might actually be doable with some extreme caveats.

c++ is so vast, I wasn't sure that this wasn't using some brand new C++ feature I hadn't heard of haha. Luckily it seems that's not the case.
