In the 90s I was implementing a website for a major Canadian newspaper and we were hearing complaints from the editor who said the colors were wrong and many dots appeared on the page. We tried everything and ended driving over to have a look - he was using a 16 color ThinkPad.
Only trying to be fair here -- if he was using a 16 color ThinkPad, would it have been reasonable that an appreciable large segment of his readers would also use a 16 color device? Large enough that the design should accommodate them?

That’s fair - I believe we required a 256 color minimum, which the client agreed to, but general understansing of color spaces was nonexistent at the time so understanding the concern was the challenge. We did optimize for 16, and I believe they bought the editor a better laptop
