@actualGraphite has a glsl->ast parser (and many others online).
@nothings has a glsl includer.
Does anybody have an ast->spirv? I think we could close the loop with just that?

Every time I have to use glslang, I have to do breathing exercises and anger management techniques. Is there no other reasonable glsl->spirv tool chain?
