Shot in the dark: ratio of statements to expressions. The idea being that expressions generally live in user land and statements typically are constrained by syntax and linguistic rules.

I'm not really sure that works. It's possible to have a language that only has one or the other, or maybe even neither, and I don't see how it necessarily ties into expressiveness.

Decomposing expressiveness in two parts: The ease (or inverse effort) to express (desires) over a wide area of (problem) domains is both high and flat. New issues: It is still hard to define/quantify ease/effort for a specific domain and domains have no natural order in general.
