Now that Putin has published his ideas for a new European security agreement, let me propose some additional articles to the draft agreement. 1/

Moscow has not only been asking for things it cannot get, but in a way they know will ensure they cannot attain them. Serious negotiations are done behind closed doors. Something is very wrong with this picture, the pol side appears to be a smokescreen.

Deeply concerning and feels like a pretext for military action instead of a basis for negotiation

To clarify, I mean relative rise or decline. Absolute metrics are a bit more straightforward

I'm very dubious we really know very much about whether major powers are rising or declining, let alone how the key decision makers in other countries think about it in real time.

We live nearby. Every couple of months our four year old asks why the bells are ringing— 500k, 600k, 700k, and now 800k— and we try to explain.

Grateful for review of Aftershocks. John Ikenberry calls it a “gripping, fine-grained account of the unfolding COVID-19 crisis”.

Interesting scoop: BMW is poised to double down on its China business, producing the X5 SUV & new electric versions of the 3-Series there. Until now, the X5 was produced exclusively in the Spartanburg, South Carolina plant & exported to China

Announcing tomorrow's virtual summit of Putin and Xi, Kremlin's spokesman says the "very tense" security situation in Europe "certainly requires discussion between allies, Moscow and Beijing." His choice of the word "allies" is hardly accidental. /1

Agree. Person of the year means the most consequential actor in a given year. By that metric, v odd that Time has never given it to Xi Jinping. By comparison, Deng Xiaoping got it twice. Means little of course except as an proxy for how Americans look at the world.

My latest for on how an invasion of Ukraine would be a dramatic departure from the era of great power competition toward confrontation. Non Atlantic powers also have an interest in preventing this from happening
