      In SEPA zone (inside IBAN scheme), for most utility payment, you just give your IBAN and the monthly invoice is automatically debited from your account, for free. Some providers give a rebate for that.https://en.wikipedia.org/wiki/Direct_debit#Europe …

      And there is a ton of fraud on this. Most I've seen, when I worked in a bank, was fraudsters entering random IBAN for Amazon Prime subscription, or for a Paris' monthly transportation pass.

      French doesn't give their account number so easily, even companies on invoice don't give it. They still rely too much on check (and other EU country make fun of them for it). In Luxembourg, all invoices have the IBAN on it. Checks are a rarity.

      FedNow is only implementing credit transfers, to avoid the fraud problem. SEPA should move to four party digital mandates though.

          The problem is that FedNow is planning to use ABA numbers, which do support direct debit over ACH. So Americans will still be hesitant to share their account number. Giving everyone a credit-only IBAN would fix that.

          It coud be quite easy to secure more, in various way (banking app notifications, specific IBAN, ...) the SDD scheme. But for banks, Sepa is already very expensive, with almost no income from customers. So that's a low incentive to work on it. Even SCTInst is often free.
