I also got plug in space heaters, but those… quickly trip the breaker if we use them in combination with the ceiling lights

sounds like an unrealistic user scenario, to want lighting AND heat. why are you so unreasonable, Thijs? ;) FWIW, I haven't checked SF code, but if the unit can't maintain a legal minimum temperature, your landlord must remediate @ their expense. I faced this in Chi
