Speed cameras go into places that have a high history of crashes and reported traffic incidents in that area. The idea is the number of traffic incidents in that area needs to be lowered. If we’re going off of data, how would that be racist?
There are whole books and university courses on that topic, but suffice to say that addressing individual behavior in the hope to see systemic improvements is missing the forest for the trees
