In which country do cops look at speeding camera footage as opposed to automated enforcement? That seems unnecessarily inefficient

They do it in the USA with red light camera traffic cameras. It’s not fully automated, I think that’s the confusion. Similar to self-driving cars and their technology, it’s not fully automated.
