What would happen if retailers get an antitrust exception to collectively negotiate card transactions fees?

Might already be possible. Create a separate entity, setup a service + API (basically a small PSP, no acquiring), negotiate with PSPs on total volume, route all volume of all retailers over it

A PSP would have to have such a large market share to be able to meaningfully negotiate interchange that it would undoubtedly run into antitrust problems

Plus you can only negotiate if you are willing to apply pressure onto the issuers, which means turning off card acceptance. So you need to merchants on board, which are then colluding
