Might already be possible. Create a separate entity, setup a service + API (basically a small PSP, no acquiring), negotiate with PSPs on total volume, route all volume of all retailers over it

Solution is simpler. What if you would pay these fees, as a surcharge. And a cheaper card would mean lower prices.
