The PM should however:

𝙀𝙭𝙚𝙘𝙪𝙩𝙚 like a COO
𝙎𝙩𝙤𝙧𝙮𝙩𝙚𝙡𝙡 like a CMO
𝘿𝙚𝙡𝙞𝙫𝙚𝙧 like a CFO
Makes sense. One can also read it as “CEOs/PMs make unpredictable decisions,” which is a less charitable interpretation

in my grasp, A CEO operates at the intersection of unpredictable context and work with a degree of decision authority. A PM operates under similar context with a facilitation mandate. I see this as a subtle yet important distinction.
