I feel like bureaucracy and red tape are under-theorized — nobody likes them, and indeed nobody is directly responsible for them. They're emergent properties of large institutions, and we don't seem to understand them well yet. Any recommended read on this?

Bureaucracy used to be viewed as a good thing. It meant stuff was organized, a process in place, the reduction of arbitrary government action. Don’t have a good book on it though.
