The 'appathon' market consultation by the Dutch ministry of health is a clear example of a fruitful collaboration by a public administration and market parties. Definitely, a success, even though the result that was wanted was not found. Government daring to fail and learn!
I don’t think a tender/contest is a great approach to figure out requirements. For example, none of the shortlisted options have an answer for how they will work on iOS, so I suspect all of them will fail.

And I think they know now. The process of buying for public administrations is anchored in law. The alternative would have been to procure something based on the requirements that would lack that thing.

A tender is fine-ish, but only works if you have requirements. I just hope they will acknowledge it failed and reset this tender. Unnecessarily wasted energy, but better now than later
