The impact on disabled people is that the city is made vastly more accessible via transit and alt mobility devices and trips that absolutely must be made in a car can be accommodated by retractable bollards.

Yup, all of the above. Not a problem in the Netherlands, Denmark, or any other country that takes mobility seriously. And much cheaper than the range of equipment one would need in the US
