Why does my pin+chip card still require a signature on the receipt in Argentina?

Local cards there don’t use PINs either, not set up for that yet

My foreign cards requires a pincode to complete the transaction, yet the receipt needs to be signed… Perhaps they wanted to standardize transactions for retail staff?

Fraud is very high there too. Half the places I used my cards there required some sort of ID number (passport or DL) entered into their computer or written by the signature on the receipt

Chip+pin would fix that, but for some reason they haven’t switched yet
