What makes fiber communication networks different from sewage, highways, or electricity networks? If the latter are natural monopolies and often government owned, why wouldn’t the former?

Similar in Sweden. Fiber network is mainly owned by government and last 5-10% of the country built with government subsidies. Service layer however is private and that’s where you see competition.

The build out been seen as a strategic advantage for the country since the 90s. Goal for 2020: 95% of country covered with > 100 mbit/s broadband.
