Similar in Sweden. Fiber network is mainly owned by government and last 5-10% of the country built with government subsidies. Service layer however is private and that’s where you see competition.

The build out been seen as a strategic advantage for the country since the 90s. Goal for 2020: 95% of country covered with > 100 mbit/s broadband.

Choice. We all
/commute/turn the lights on, but some of us choose to get faster internet. And if we can choose, we'll pay for more/better. And well, our govt would do anything to stimulate competition and commerce.
