Which I love! The argument being (funnily enough) that checks are free and debit cards are practically like checks. It unfortunately needed a crisis to get this done and there is limited political will to extend it to all debit and credit cards

One can justify anything with “better than illegal alternatives” and you wouldn’t expect anything else from the Cato Institute, but saying “usury caps simply don't work” is pretty rich considering the 1,000s of years and hundreds of societies who did and do so
Banning usury has to be part of a broader policy though, which Bernie very much argues. One doesn’t need access to these kinds of loans if public transport is better, health insurance accessible, etc
We know education and financial literacy don’t work, but I do think it has to go both ways: Ban usury and provide alternatives. We can’t just expect competition to solve this though, because low interest loans and relief don’t have the marketing budget of payday loans
