Though in this case the percentage of inventors moving to your country is likely more relevant as benefits are likely per inventor, not per capita

If you compare how many inventors move/leave, comparing absolute numbers and not a rate does not make a lot of sense. I’d be curious to see the results, as my guess is that a succesful inventor-climate and the rate of them moving are linked.
