If I understand it, K is drawing a distinction between will (voluntary, future-looking) with will-to-power (affirming eternal return of the past). Each chapter follows N’s development of his ideas, so this is only the problematic from which WtP emerges.

That is actually a great method, but I feel Nietzsche's development of Will to Power has much to do with science (physics & biology), a development we'll only find in his fragments and which is often seen as problematic, something to be occulted from his "real" corpus.

Good point, and worth noting that K is a fantastic reader of N’s notes and fragments. I’m up to a chapter titled “Attempt at a Scientific Explanation of the Eternal Return,” so it will be interesting to see what K and N make of the topic.
