Not quite; from my vantage point, YouTube is setting themselves up for having 512 immunity stripped from them, because they're new process is akin to deciding fair use... and only the courts get to do that. If I were a musician denied monetisation, I'd press to make 'em liable

. This is why they recently made Content ID users, when claiming music in a video to monetize it, provide the time stamps of start and finish of their music: to see length of use relative to video. Not when you’re doing takedown: only when claiming to monetize. -
there's always an agenda with YouTube. This does sound like they are making editorial decisions and legal review kind of like...a publisher?
