Smart people get in government, but due to regression to the mean, their kids are average (or worse). Nepotism being inevitable, the kids get government or government-ecosystem (deep state) jobs. Several generations later, the government is full of morons.

That indeed does happen. Historically it was a strong force. More through mediocre wives than just regression, I'd add. But I'd say our present governments are not that nepotistic.

Essentially, personal meritocracy doesn't guarantee that power remains in the hands of the competent. What is necessary is a system where genetic family lines who've stood the test of time and have a high average competence hold power, i. e. an aristocracy.
