I don't think banning games or slowing down approval processes for earning money off them will fix game addiction, or even help.

Well the Chinese government appears to think so. They want to shrink the industry and slow it down so that’s its easier to regulate. Sucks for Tencent I guess, especially after Pony Ma had to go to Yan’an to play cosplay, but that’s how it works.
