these are merely ideals and intentions so you are right: if they are met in reality is a completely different question

also: for the observer, a strong Xi has the advantage that the gap between what is being said and what is being done, is narrowing (obviously depends on the area etc. - but I would argue that this is especially true for party-building)

I just can't help thinking that the "ideals" are also more of an instrument than an end. There's some relation between what he says he's doing and what he's actually doing (i.e. 加强党的领导 is indeed happening), but a lot of stuff is obviously fluff. E.g. 共建一带一路
