No it’s not. Certainly not ‘exactly’! IQ is extremely important, even if it’s not everything that matters. And IQ was literally invented in the most prosperous periods in human history. Unless she thinks that old Rome was better than the 1950s.

China was always (by the standards of the time) orderly and wealthy, but never sought world domination. Rome was orderly and wealthy but never sought domination beyond its immediate region. World domination was a very odd phenomenon that happened in a very particular time.

Yet the "immediate region" of Roman empire had kept expanding for centuries! History is full of ambitious empires that planned on world domination, from Egypt to Hittites to Alexander the Great to Tamerlane to Genghis Khan etc.
