Honestly, this is a problem for all A Level languages - large %ges of almost all modern foreign language students have some sort of link to the country (often outright bilingual, or at least some other weaker advantage)

This distorts the grade boundaries (due to soft quotas on # achieving the highest grades) and makes it harder and less attractive for domestic students to take the subjects. One of many factors depleting our foreign language skills here
