So the hot topic right now is an article in China calling for establishing mandatory savings accounts to pay for childcare. All workers will be deducted some amount, and the account will only be available after having a second child. So basically a childless tax.

The taxes wouldn't go to pay for any subsidies though. Childcare would be paid by individual forced-savings accounts. No social security type of common pool.

Assuming they never have children, I guess the money just vanishes into some Party bureaucrat's pocket.

On paper it would be withdrawable at retirement.

But, China. Not that the US is much better. Congress has robbed Social Security for decades.

I guess that's the trick. If there's no need for middlemen and you can get away with corruption and graft directly, do that. If you can't, then do favors for rent-seekers for kickbacks and stock bumps.
