The precedent of Chinese foreign outreach is the Soviet Union's foreign clients. They were all a complete waste of money. Cuba alone cost billions. Soviets spent blood and money on Africa too for no good reason. Let alone Afghanistan. Communism decision making likely similar.

They still depend mostly on Japanese and German machinery. They won't be leading any time soon. But yeah they're doing OK.
