It’s confusing but what they mean, I believe, is the top 8 teams from Season 1 making it to be finals and then 16 teams competing freshly where the top 8 from that will also make it to the finals.

The details break it down nicely. I’m positive that’s what they’re referring to. 16 team lobbies but 24 teams will be showing up to compete for the entire series.
