The three best points to start are generally said to be: 1 - An Unearthly Child, the very first episode from 1963. Despite its age, it does a pretty good job of establishing the bones of the show, even if you skip the rest of the 26 series that comprise 'classic' Doctor Who.

2 - Rose, the first episode of New-Who from 2005, and the beginning of Russell T. Davies' tenure as showrunner. 3 - The Eleventh Hour, the first episode of series 5 from 2010, where Steven Moffat took over as showrunner and performed a sort of soft-reboot on the show.

Not at all. IMHO, the easiest entry point these days is probably Matt Smith’s run, because they had the biggest budget so far.

My reintroduction to the Dr after having been terrified by 4th was with 10 in the episode “Blink” with the Weeping Angels. Then I jumped back to the first story with the 9th Doctor. “Silence in the Library” with 10 would also be a great starting point, though.

If you start with 2005 keep in mind, that it is a bit trashy. I've been hooked since the episode called 'The empty Child' which is the 9th or 10th Ep. You really shouldn't start with season 5 because then you won't see David Tennant as The Doctor and this would really be a loss.
