Software driven solutions in government need to come from a high level, not a local one. Otherwise, you’ll end up building the same parent class thousands of times. It’s not like every jurisdiction is completely unique and orthogonal to all others. DRY applies.

I agree with the latter for sure. Re the former, I’m questioning atheism CA govt’s commitment or priority to become more efficient and better using tech. SF/Cali has been at the center of significant tech advancements over a few decades.

The fact that they use outdated tech / still have a lot of pen&paper processes indicates either their general disdain for the tech industry or disinterest in efficiency & helping more people (2nd order effect). They don’t need cutting edge tech - anything that does the job well.
