I youtube-dl most videos I watch. When I'm inspired to comment after having watched the copy I downloaded, I'll logon to youtube and bring up the video to scroll down. Obviously, my percentage watched will be misrepresented in that case.

Would be difficult to implement for people who use external media players, or things like Invidio, which is basically a FOSS interface to YouTube which doesn't tell the service how much or what you've watched!

Or, sometimes, after watching a video, I click on time stamps from comments to see some moments I've missed. Then YouTube thinks I haven't watched past the latest timestamp I've clicked, which also could complicate things.
