Much of SJW culture hinges on pre-emptively disabling sociopath-detection mechanisms, so as to create a congenial environment for moral entrepreneurs. It's a broad class of social hack: use people's desire for fairness to circumvent their basic interpersonal caution.
Example: it's a whole lot easier to use unexpected rhetorical escalation to intimidate opponents if you've already established that any objection to this tactic is tone policing, and identifies the objector as an enemy of fairness.
I'm not sure that most people have virtue-signalling-by-signalling-the-vice-of-others in mind when they talk about (people talking about) 'virtue signalling.' It's pretty common to call, say, calls for universal healthcare virtue signalling
