Horrible, I use to represent children in the custody of the state, they are for the most part a victim of circumstances, parents on drugs, sexually abused, abandoned by parents, then once in the system they are penalized and victimized by the system, it’s a travesty! I’m curious, are these “former jails” privately owned and are they for profit? Who worked out this deal? Who lobbied for it?

I'm a former foster kid & I'd rather be there than in some home where they got rushed through the system to foster for the $$. Placing these kids in homes where they are not wanted is worse & abuse is rampant. Unless you are a decent human ready to foster? False hope is worse.

Please know, I know a highly competent Oregon psychologist who could not handle the violent kids placed in her foster care (or the unreimbursed damage expenses). On the flip side, I saw a LOT of mental illness in OR locked youth prisons. Resources are not in place for these kids

It is sad but the state can’t force people to be foster parents and there isn’t enough support for more group homes. Oregon also removes kids from homes at high rates.

Jails -- even if retrofitted to be less 'jail-like'-- are the exact opposite settings these children need to heal. Utterly inhumane and foolishly costly long-term. Do better Oregon.
