Seriously, that's one large one and then one a bit bigger. Is there an advance warning system in place? Please tell me how it works?
I was led to believe that keeping an eye on small tremors could give an indication of whether activity was increasing

Increasing activity such as small (harmonic) tremors *can* potentially indicate an impending event, but is not definite. Those are more accurate for volcanic activity than purely seismic activity as there is usually a primary factor fueling tremors in volcanic activity.
-
Case in point: There are dozens upon dozens of harmonic tremors in The Geysers area here in Cali (about 40 miles NNW of my house here), but no actual damaging quakes. And yesterday's large quake was considered unlikely to be a foreshock.

Also the most seismically active area in the US is in Cleveland Ohio and they don’t have the types of earthquakes that California has
