Should have a personal take on the info. Something added. It should be opinions backed up with facts to reason why... that's about 7 years and much better health ago so my memory may be fuzzy.

Depends on the paper and what the purpose of it is. That said, I have read some that took the mantra "cite everything" far too literally, and made it seem like there was no original content.

Most of my research papers for psych were, yes. And no sources or citations more than 5 years old because then it was outdated material.
