Shut down, rebooted iPad. Since desktop connection is fine, the issue is somewhere between desktop and peripherals. I'm stumped and at a loss.

Doubt it. It was working fine this afternoon and then it wasn't. It's not an ios issue, since I'm getting nothing on the laptop as well (High Sierra).

What usually works for me is to turn all PCs off, unplug power to cable modem and to router. Plug cable modem back in and wait for it to reboot. Plug router back in and wait for it to reboot. Then try to connect the iPads or laptop to the wifi.

I had unplugged both power and cable connection on cable modem, unplugged router, rebooted desktop. But I'll try your sequence.
