Joe vs. Hillary in 2016 would have torn the party apart. Most felt that since she came up short in ‘08, ‘16 was “her time” and “her turn.” And Joe understood that. That’s one reason why he didn’t run then.

That's "the" reason. Beau's death was a terrible, unfortunate thing for Joe personally, but it was also -- if we can be frank -- perfect cover for him to get out of the way and allow Hillary to get her (quote-unquote) "rightful turn."
