The problem exists because people know they can get away with it without consequence. Why would they not steal, knowing they could make good money clearing out shelves and reselling things?

Most people turn to crime due to lack of any opportunity to make an honest living wage. Shoplifting is already illegal and it seems your asking for an increased police state to better enforce said law. Weird for someone who was posting warnings about fascism like an hour ago.
