Hmm, and why would people end up being put in a situation of needing to sell stolen goods to make ends meet? What conditions would cause people to need to buy cheap black market goods because they can't afford to buy them from a retail chain such as Walgreens?

You want to put an end to “brazen law breaking” push to get people access to other opportunities with living wages, provide affordable housing, and provide affordable health care. Increasing the police state and more overcrowding of our prisons won’t change anything.
