Hmm, and why would people end up being put in a situation of needing to sell stolen goods to make ends meet? What conditions would cause people to need to buy cheap black market goods because they can't afford to buy them from a retail chain such as Walgreens?

Small scale shoplifting is ubiquitous. But when it comes the norm and known that you can clear off shelves with no consequences, the system of retail breaks down. And customers who actually pay feel cheated and unsafe
