shouldn't this he case by case? I mean, what if we've got a suspected violent criminal but we only have a non violent midsomer to hold them?

"I don't have evidence, but I have a feeling he's guilty" is a rock solid reason to keep somebody in jail indefinitely.

It should've always been this way. Sad it's only happening b/c of a global pandemic. This just proves that states were always capable of doing the right thing, but they chose not to b/c the people running them didn't care. They only care now b/c they're being affected by it too.
