Thanks for finally providing at least an iota of evidence other than assertion to support your views. In some kind of crazy perfect world, incarceration combined with therapy and rehab would work better than anything else.

California is not interested in "coddling" criminals, so prison is actually worse than nothing. More people get addicted in prison than on the streets. Recidivism rates are upwards of 65% (over three years) in California.
