4,000 hours of watch time is worth about $150-200 on my channel. My channel exceeds requirements so am fine but for other channels, that $200 could be used to pay a bill, buy new equipment, pay for ads to reach new people.

No, but by far most of my videos are complete blood bowl matches lasting 1.5 - 2 hrs, with only an ad before, half way, and at the end. So they get a lot of watch time off of a single view (16m31s average), without getting proportional ad showings.
