Additionally - doesn't really change the actions as most homeless in SF are drug addicts. So, that's the issue we need to solve.
The issue with that is drugs are all around homeless people and a way of coping with their situation.
You have to take them out of the toxic environment first. I suspect it’d lower their need for coping mechanisms or dependencies.
